KWSC Youth Council Constitution
Objectives
The main objective of the KWSC Youth Council is to represent the young people of KWSC and to promote Youth Sailing.
Decision Making
All decisions are taken by the Council acting as a whole.
Membership and Elections
Members are elected in accordance with the election system. There may be no more than 10 members of the Council at any one time, all of which must be within the age range of nine to eighteen as of the 1st of April of the year of entry. All members must sign the Code of Conduct.
Office Holders
The officer positions are the Chairman, Vice-Chairman and Secretary.
Meetings
Meetings take place on the dates specified in the table of meeting dates to be set by the Council. It is the responsibility of the Chairman to set the agenda and to preside over meetings. All meetings are open to the members of the Club, unless agreed by the Council. At least 2 weeks notice must be given of a meeting. Meetings of the Council are minuted by the Secretary.
Voting
All members of the KWSC Youth Council are able to vote in meetings. In the event of a tie, the Chairman has the casting vote. Proxy voting is not allowed.
Committees and Working Parties
The council may decide to split into groups, each responsible for a different task. These groups should still have minutes taken, which should be made available to full Council as soon as possible after the meeting.
Amendments
Governing documents (Constitution, Structure and Code of Conduct) can only be amended by a majority vote of the Youth Council. This must then be approved by a vote at the KWSC Committee.
Behaviour
If it is felt that the behaviour of an individual is consistently unacceptable, they may be expelled from the KWSC Youth Council. This should only be used in extreme circumstances and may only be proposed by the Chairman. Once a member has been expelled, they may not return either as a member or spectator.
Dissolution
The KWSC Youth Council can only be dissolved by the KWSC Committee. If the KWSC Youth Council feel this would be the best thing to happen, they may advise the KWSC Committee. All efforts should be made to keep the organisation going.
